How to appeal to the IAS (Independent Appeals Service)

Last reviewed: November 2026

In a nutshell

The Independent Appeals Service (IAS) handles appeals about parking companies that belong to the International Parking Community (IPC). Like POPLA, it's free to use after the parking company rejects your first appeal. Check your rejection letter carefully for the deadline, which can be shorter than POPLA's.

Can I use the IAS?

  • The parking company must be an IPC member. Look for an 'IPC' or 'International Parking Community' logo on your notice.
  • You must have appealed to the company first and had that appeal rejected.
  • Your rejection letter should explain how to appeal to the IAS and give the deadline. It's often around 21 days, but check yours.

Step by step

  • 1. Note the deadline on your rejection letter straight away.
  • 2. Go to the IAS website (theias.org) and register an appeal. It's free.
  • 3. Set out each ground clearly and attach your evidence (photos, receipts, statements, envelope or postmark).
  • 4. The parking company responds with its evidence, and you can usually comment on it.
  • 5. The IAS decides. If you win, the charge is cancelled.

If you lose

As with POPLA, an IAS decision binds the parking company but not you. The company would need to go to court to enforce the charge. If you ever get a 'Letter Before Claim' or court papers, respond in time and get free advice (for example from Citizens Advice).
